Regarding "Soft Revolt," are you aware of the ideology called Agorism? Basically the idea is to overthrow state regulations by quietly ignoring them and participating in black markets which go against them. If enough people or businesses do this, the state is forced to adapt.
I know of a couple people who actively advocate for it (eg. I follow Thaddeus Russell on Twitter who is a post-modern libertarian), but I don't think it's very popular. I guess anytime people take part in black market activity you could say they are engaging in this.
This is the dude who came up with the idea, and the book he lays it out in so probably a good place to start. I've not yet read it myself:

Interesting, I had not heard of this. Is this set out in a book on the topic? Are there people actively engaged in this?
